APPLICANT REQUESTS THAT:

His records be corrected to reflect his enlistment pay grade as 
E-6 instead of E-4.


APPLICANT CONTENDS THAT:

The Air Force Reserve recruiter made a mistake in determining 
his enlistment grade.  He previously held the pay grade of E-
6 and believes that he should have enlisted as an E-6.

In support of his request, the applicant provides copies of his 
DD Form 214, Certificate of Release or Discharge from Active 
Duty; DD Form 4, Enlistment/Reenlistment Document – Armed Forces 
of the United States; NGB Form 22, Report of Separation and 
Record of Service; birth certificate, orders and various other 
documents associated with his request.

STATEMENT OF FACTS:

According to Special Order 149-058, dated 29 May 2001, the 
applicant was promoted to the pay grade of E-6 effective 1 June 
2001.

According to NGB Form 337, Oath of Office, on 11 August 2001, 
the applicant was administered the Oath of Office and appointed 
as a second lieutenant in the Army National Guard.

According to Special Order 170-003, dated 19 June 1003, the 
applicant was honorably separated from the Army National Guard 
effective 30 June 2003.

According to DD Form 4, on 31 May 2013, the applicant enlisted 
in the Air Force Reserve in the pay grade of E-4 for a period of 
four years.





AIR FORCE EVALUATION:

AFRC/RSOO recommends approval.  A review of the applicant’s 
records reflect that he was promoted to the advanced grade of E-
6 as a prerequisite for attending Officer Candidate School.  In 
accordance with AFRCI 36-2001, Air Force Reserve Recruiting 
Procedures, “If an applicant last served as an officer or 
warrant officer (Regular or Reserve), then the enlistment grade 
authorized is any previously held enlistment grade E-5 or higher 
(serving in an enlisted pay grade as a prerequisite to 
commissioning satisfies the requirement for prior service 
enlisted status).”

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

On 17 January 2014, a copy of the Air Force evaluation was 
forwarded to the applicant for review and comment within 
30 days.  As of this date, no response has been received by this 
office (Exhibit C).


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice warranting 
relief.  Having carefully reviewed this application, we agree 
with the recommendation of the Air Force office of primary 
responsibility and adopt the rationale expressed as the basis 
for our decision that the applicant has been the victim of 
either an error or an injustice.  Therefore, we recommend the 
applicant's records be corrected as set forth below.


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT be corrected to show that, on 31 May 
2013, he enlisted in the Air Force Reserve in the pay grade of 
E-6 for a period of four years.
